A policy of conflict resolution that indiscreetly pampers the ethnic militias is flirting with fire. Instead of making them account for the bloodshed, the state reneges on its fundamental duty to its citizens. An accord with the ethnic militia, at its best, puts violence only into temporary remission before it hits back with vehemence.
